The Bangla Shasya Bima Scheme was first launched in 2019 by the Government of West Bengal to provide financial assistance to farmers in the state. The state government has taken this initiative to save farmers from huge losses due to natural calamities.

West Bengal is an agriculturally dominant state, home to a total of 7.2 lakh farming families, which is about 70% of the state’s total population. Although this state is particularly favorable for agriculture, many farmers are affected by natural calamities like storms, rains, adverse weather etc. every year.

Therefore, the state government has provided this insurance to the farmers completely free of charge, where the insurance coverage will be provided to the farmers from the time of planting till the post-harvest period. But farmers have to pay a small premium in potato and ankh cultivation.

Under the supervision of West Bengal Agriculture Department, this insurance was earlier operated in collaboration with ‘Agriculture Insurance Company of India’, but is currently being operated in collaboration with ‘Bajaj Alliance General Insurance Company’ from rabi crop 2023-24.

Many people usually have the question that if the Krishak Bandhu scheme or Kisan Samman Nidhi scheme can be taken for Bangla Shasya Bima, it can certainly be done but the time of applying for this insurance is 2 times every year. In case of kharif crop, irrigation period is July-August and in case of rabi crop, December-March.

Objectives of Bangla Shasya Bima Scheme

One of the objectives of Bangla Shasya Bima (BSB) is to:

  • Providing financial assistance to farmers affected by crop damage due to unforeseen natural causes.
  • To maintain the continuity of agriculture in the state and to encourage farmers by stabilizing their income.

When will the Bangla Shasya Bima money come in?

The state paid ₹197 crore towards the premium of 2.46 lakh farmers under the crop insurance scheme during the Puja period this year. More than ₹2,400 crore has been disbursed to 85 lakh farmers from the inception of the scheme in 2019 to the current year 2023.

In the current year 2023, unseasonal rains have caused extensive damage to potato and paddy crops in Bankura, Purulia, Burdwan districts such as 47 thousand 117 hectares of land in Shadhu East Burdwan district. Officials are currently inspecting the affected lands. Efforts are on to complete compensation to the affected farmers as soon as possible.

In 2021 too, potato cultivation suffered huge losses and financial assistance of around Rs 70 crore was provided to the affected districts.

This year there has also been a huge loss in paddy cultivation in the state, but the actual loss to the farmers has been reduced to a large extent due to the Aman paddy insurance of about 5 lakh farmers.

Coverage of farmers

  • All farmers, sharecroppers and tenant farmers cultivating notified crops in notified areas are eligible for this insurance coverage.
  • In case of advertised crops, Bangla Shasya Bima is mandatory for all farmers taking loans from financial institutions for seasonal agriculture.
  • Necessary documents of ownership or possession of land by non-borrower farmers, RoR proof etc. and oral lease, tenant, land possession certificate issued by Gram Panchayat Pradhan in case of share croppers or contract details or sowing certificate issued by Block Agriculture Officer (ADA) or Proof of cultivation must be submitted.

Crop risk coverage

The insurance terms and conditions of Bangla Shasya Bima Scheme 2023-24 are mentioned below:

  • Prevented sowing/failure to sow: Only boro (summer) paddy and potato will be covered under this risk.
  • Mid-Season Odds: Only boro (summer) paddy and potato will be covered under this risk.
  • Harvest from sowing: All notified crops will be covered under this risk.

Coverage limits

The amount insured per hectare will be the same for both borrower farmers and non-borrower farmers. This amount is fixed by the District Level Technical Committee further by the Government of West Bengal.

Determination of crop damage

In the Bangla Shasya Bima Scheme, crop loss assessment will be based on technology and satellite data, weather information and ground-truthing technology will be used to assess actual crop loss and expedite settlement of crop insurance claims.

Compensation levels for all crops have also been fixed at three levels, 70%, 80% and 90% depending on high, medium and low level of risk respectively. The State Government will approve the level of compensation for the notified crop and area at district and sub-district level in consultation with insurance companies.

In respect of 2023-24 rabi season the compensation level for potato will be 70% and for all other notified crops will be 90%.

Risk coverage under Bangla Shasya Bima Scheme

Crop loss at the following stages will be covered under the insurance scheme:

  • Planting/Planting Risks: In case of non-planting or sowing in the insured area due to deficiency of rainfall or adverse seasonal conditions, compensation can be claimed up to a maximum of 25% of the sum assured.
  • Harvesting from permanent crop sowing:Insurance is provided to cover crop loss due to unavoidable natural perils, such as drought, drought, flood, inundation, pest, disease attack, landslide, natural fire, lightning, storm, hail, cyclone, typhoon, hurricane, tornado etc.
  • Post-harvest damage:Damage due to cyclones and unseasonal rains up to a maximum of two weeks after harvest when it is spread out for drying is eligible for compensation.
  • Local disasters: Events such as hailstorms, landslides and floods will be characterized as local disasters and will be eligible for compensation claims.
  • General Exclusions: Losses arising out of war and nuclear risks, pollution losses and other preventable risks will not be covered under this insurance scheme.

Necessary documents of Bangla Shasya Bima scheme

Farmers have to submit evidence of ownership, tenancy or cultivation rights of their cultivated land for crop insurance. The list of documents required for application is mentioned below:

  • Gram Panchayat or Block Name, Village, Mauza, JL No., Plot No. and Amount of Cultivated Area (in Acres) by Crop.
  • KYC Documents: Copy of Current Voter ID Card and Aadhaar Card.
  • Bank Details: NEFT enabled bank account details along with a copy of pass book or canceled cheque
  • In case of land owner: copy of khatian/parcha/patta/deed.
  • In case of non-owner cultivators: Non-owner cultivators such as share-croppers, tenant farmers or cultivators cultivating land in the name of relatives can show copy of land possession certificate issued by concerned Gram Panchayat Pradhan for insurance coverage.
