Job Card is one of the sources of job search for rural families. The main objective of this card is to provide a minimum amount of income to every rural family in the country through guaranteed employment of 100 days every year. It is a central government initiative and is implemented through Gram Panchayats in each state. West Bengal alone has about 1.36 lakh job card holders and the Government of India has allocated ₹60,000 crore in the 2023-24 budget for this initiative, though this amount is considered to be insufficient compared to the requirement.

What is Job Card?

The ‘Mahatma Gandhi National Rural Employment Guarantee Act’ or MGNREGA was introduced in 2005 under the Ministry of Rural Development as a welfare scheme for a large country like India and keeping in mind the ‘right to work’ of the common people, mainly for the employment of rural families, which is India’s largest social welfare scheme.

Construction of government or housing schemes, construction of roads, digging of ponds or wells, irrigation works, construction of dams, afforestation etc. are the sources of employment under this MGNREGA. As all these jobs do not require any high technical education, the village people can easily do this type of work and it is also ensured that women make up one third of the total number of workers in this type of work.

For these 100-day jobs available under MGNREGA, it is mandatory for the applicant to have job card to get job as unskilled labour.

Purpose of Job Card

India’s largest social welfare scheme was launched with the following objectives:

  • Minimum 100 days of employment in rural areas.
  • Development of sustainable resources in rural areas like wells, ponds, roads, canals, dams, government housing etc.
  • Strengthening the social fabric of the village by providing livelihood to the rural poor.
  • Reducing the urge to migrate from rural areas to cities in search of work.

Job Card Rules and Features

The rules and salient features of Job Card are listed below:

  • Every adult member of a family residing in any rural area who is willing to work as an unskilled laborer can go to the Gram Panchayat and submit his name, age and address for job card.
  • A job card will be issued within 15 days of receiving the job card application which will contain the job card number along with the card holder’s name, address, photograph, bank or post office name etc.
  • A job card is valid for 5 years after which the card has to be renewed.
  • A job card is not canceled unless it is a fake card, or if the entire family has permanently moved outside the village panchayat and is not living in the village.
  • Every job card holder is entitled to apply for unskilled manual work and their written application to the Panchayat shall be compulsorily registered with date and a receipt shall also be issued.
  • The state government will proactively verify the requirements of job card holders and provide them with jobs soon.
  • Job applications under this card can be made individually or grouped together in one application.
  • Priority will be given to women in this work and at least one third of the beneficiaries will be women.
  • Job card holder will be provided with employment within 5 km radius of the village where he resides.
  • In case of employment outside 5 km radius he will be paid within the block and he will be paid 10% of wage rate extra for transport.

Job Card Application

Adult members of the family who are willing to work as unskilled labor can apply for Job Card by visiting the local village panchayat by filling the prescribed form or by writing an application on a white paper.

The facility of online application for job card is not yet available in all states, currently online application is available only in the state of Goa.

Job Card List Check

The total work done under MGNREGA by any job card holder can be easily known from the online portal.

You can check the job card list by following the following steps:

  • On the home page of the portal you will see the names of all the states of India, from there you have to select your state.

To check the list with the help of master roll you have to click on ‘Muster roll’ on the right side of the home page under ‘Transparency & Accountability’ or you can directly click on job card master roll.

Job Card Download

Job card is an important document, so you can download and print it from the online portal.

You can download the job card from the official portal in the following ways:

  • You need to visit the official portal of Ministry of Electronics and Information Technology ‘web.umang.gov.in‘.
  • You can easily register on the portal through mobile number and OTP.
  • Then login and write ‘Job Card’ in the above search, then you will see the job card related options below. You have to click on ‘Download Job Card’.

Job Card Master Roll

When assigning work under MGNREGA a group of maximum 10 workers is created for the purpose of keeping track of work and the group is identified by a number, that number is Master Roll Number.

Through this master roll number, all the records of job card holders belonging to a particular job, the job they are engaged in, the number of days worked, the amount of wages earned, the details of the total wages paid etc. are kept.

A job card holder can easily check all the details of his job or wages through the master roll from the online portal.

Follow the following steps to check master roll from online portal:

  • On the home page itself you will see the name of all the states, from there you have to select your state.
  • Now you have to click on ‘Job Cards’ under ‘Transparency & Accountability’ on the right side of the home page or in case of West Bengal you can directly click on Job Card Master Roll.
