Low Performing States (LPS)
Low performing states include Uttar Pradesh, Uttarakhand, Bihar, Jharkhand, Madhya Pradesh, Chhattisgarh, Assam, Rajasthan, Odisha and Jammu and Kashmir. All these states have the lowest rate of institutional delivery, hence they are categorized as ‘low performing states’.
High Performing States (HPS)
The states other than the above mentioned states are high performing states, which include pregnant women belonging to Below Poverty Line (BPL), Scheduled Caste (SC) and Scheduled Tribe (ST) women delivering in any Government Health Centre, i.e. SC/PHC/CHC/ General Ward etc. of FRU/District or State Hospitals.
Social Health Worker/Asha Worker (ASHA)
‘Accredited Social Health Activists’ or ASHA workers play an important role in the implementation of this scheme. ASHA workers play an active role in promoting maternal and child health issues and institutional delivery. A performance-based payment system is also in place for ASHA employees under the scheme to encourage their efforts.
