Pradhan Mantri Gramin Awas Yojana is a division of the Central Government’s ‘Pradhan Mantri Abas Yojana’ scheme launched in 2015 under the ‘Housing for All‘ scheme. The objective of this massive project is to help the rural poor living in mud houses across India to build a sanitary kitchen and mud houses with basic amenities like drinking water, electricity, cooking fuel etc.
To implement the project, money will be sent from the government to the account of the eligible as per Pradhan Mantri Gramin Awas Yojana list. 1.20 lakhs for building houses in plain areas and 1.30 lakhs for hilly or inaccessible areas. Besides, an additional 12,000 rupees will be given for the construction of permanent toilets.
The Union Budget 2023-24 has allocated Rs 79,000 crore for the Pradhan Mantri Awas Yojana (PMAY), a 66% increase. About 2.20 crore housing units have been constructed so far and a target of 2.90 crore housing units has been set by March 2024.
Pradhan Mantri Awas Yojana Rural Start
In such a big country like India, more than crores of people are living in huts/shacks without dignity. In 1985, the then Prime Minister Rajiv Gandhi first launched the scheme to build housing for the poor in these villages as a social welfare program through the Indira Awas Yojana (IAY).
Indira Awas Yojana was started in 1996 as a separate scheme for the scope of work but due to planning errors, favoritism and corruption at various levels Indira Awas Yojana failed to solve the housing problem in the country. When the Indira Awas Yojana was audited by the Comptroller and Auditor General of India (C&AG) in 2014, various gaps in its implementation were identified.
On 1st April 2016 Indira Awas Yojana (IAY) was restructured as Pradhan Mantri Awas Yojana – Gramin (PMAY-G) and additional funds were provided to the states with special action by the Ministry to complete the pending IAY houses.
Pradhan Mantri Gramin Awas Yojana Details
The main features of Pradhan Mantri Gramin Awas Yojana are mentioned below:
- The minimum house size has been increased from 20 sq m to 25 sq m to ensure that every house has a healthy cooking space.
- Pradhan Mantri Awas Yojana rural expenditure is borne jointly by the Center and the States. The burden of expenditure is shared between the Center and the States in the ratio of 60:40 in the case of plain areas and 90:10 in the case of hilly areas like the north-eastern states of India and Jammu and Kashmir or any remote areas and tribal and backward areas. In case of all Union Territories, the Center bears the entire cost.
- 1.20 lakhs for building a house in plain areas included in Pradhan Mantri Gramin Awas Yojana and Rs.1.30 lakhs per house for hilly areas or any remote areas where it is difficult to build a house.
- You will not get the entire amount of the scheme at once. In case of 1.20 lakhs 60,000 + 60,000 in total 2 installments and in case of 1.30 lakhs 60,000 + 60,000 + 10,000 in total 3 installments you will get the full amount.
- Besides, beneficiaries of the scheme will get financial assistance of Rs 12,000 for construction of toilets under Swachh Bharat Mission.
- All the money paid to the beneficiaries will be directly transferred to their bank or post office account so the accounts are mandatory to be linked with Aadhaar.
- As soon as the money reaches your account you should start building the house with it. It is the sole responsibility of the beneficiary to use local materials and trained masons for construction of the house.
- Beneficiaries in PMAY list will get employment for 95 days under MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act). In that case, they will participate in building their own house. Beneficiaries in the Awas Yojana list will get Rs 90.95 per day for their unskilled labour.
- Every house has been provided electricity through the ‘Deendayal Upadhyay Gram Jyoti Yojana (DDUGJY)’ scheme of the Ministry of Power.
- Households are provided with free LPG facility through the ‘Pradhan Mantri Ujjwala Yojana (PMUY)’ under the Ministry of Petroleum and Natural Gas.
- Besides, provision of piped water under Jaljivan Mission has also been made for supply of clean water.
Benefits of Pradhan Mantri Gramin Awas Yojana

- Families who have no house or live in one or two-room slums are eligible for Pradhan Mantri Awas Yojana.
- Households with no male members between the ages of 16-59 years are eligible for the Pradhan Mantri Awas Yojana.

Pradhan Mantri Awas Yojana Rural Eligibility Conditions
You may be ineligible for PMAY-G due to the following conditions:
- If the family has an adult member above 25 years of age who is educated then the family will not be eligible for Pradhan Mantri Awas Yojana.
- Individuals paying income tax or professional tax are not eligible for this scheme.
- Those who have refrigerator or landline phone connection in their name are not eligible for Awas Yojana Gramin.
- A family member who is in government service and earns more than Rs 10,000 per month is not eligible for Pradhan Mantri Awas Yojana.
- Those having ‘Kisan Credit Card (KCC)’ with a limit greater than or equal to Rs.50,000 are not eligible for PMAY-HFA (Rural).
- Those who own motorized two-wheelers, three-wheelers, four-wheelers and agricultural implements or fishing boats will not be eligible for Pradhan Mantri Awas Yojana.
